President of Turkmenistan had a meeting with the representatives of Japanese business community

On April 15, 2025, President Serdar Berdimuhamedov, who was on a visit to Japan, met with representatives of the Japanese business community.
From the Japanese side, the meeting was attended by the heads and representatives of the Turkmen-Japanese Economic Committee, the companies Mitsubishi Corporation, Sumitomo Corporation, Komatsu Ltd., Toyo Engineering Corporation, Kawasaki Heavy Industries, Ltd., Sanko Seikа Co. Ltd., Muroosystems Corporation, Tokyo Boeki Eurasia Limited, Mitsubishi Heavy Industries Ltd., Sumitomo Heavy Industries Ltd., Tohkemy Corporation, and ITOCHU Corporation.
The businessmen expressed their heartfelt gratitude to the President of Turkmenistan for the time he had devoted to the meeting and noted that the current event would give a great impetus to the further strengthening of trade and economic ties between the two friendly countries.
Representatives of Japanese business circles congratulated the head of state on being awarded the Honorary Title of Doctor of the University of Tsukuba.
Then the floor was given to the President of Turkmenistan Serdar Berdimuhamedov.
Addressing the audience, the head of the state cordially thanked the Japanese businessmen for organizing meeting and the opportunity to discuss current issues and prospects for the development of Turkmen-Japanese economic cooperation.
As noted, our state pays great attention to the modernization of innovative industry, accelerated transition to a “green” economy. At the same time, a large role is given to the diversification of energy and the development of national and international transport interconnectivity. All these areas have real opportunities for the participation of Japanese business, said President Serdar Berdimuhamedov, noting the presence of good prospects for long-term investment in the economy of Turkmenistan.
Continuing his speech, the head of the state cited some figures and facts.
In recent years, large industrial facilities have been commissioned in Turkmenistan with the participation of Japanese companies. Among them are a gas chemical complex for the production of ammonia and urea in Garabogaz, a polymer plant in Kiyanly, a plant for the production of gasoline from natural gas in Ovadandepe and a gas turbine power plant in Charjev etrap, the head of state continued, confirming his readiness to offer Japanese businessmen all the conditions for long-term investments and mutually beneficial partnership.
The President of Turkmenistan invited Japanese businessmen to participate as honorable guests in the International Forum, which will be held in Ashgabat on the occasion of the 30th anniversary of permanent neutrality of Turkmenistan.
In conclusion of his speech, the head of the state once again thanked the Japanese side for organizing this meeting, wishing its participants fruitful cooperation.
Representatives of business structures emphasized that Turkmenistan currently pays great attention to the development and modernization of the industrial sector infrastructure, the transition to a circular economy and waste recycling. Particular emphasis was placed on the fact that our country demonstrates a responsible approach to environmental protection issues. Along with this, confidence was expressed that Japanese companies will put forward new initiatives and proposals for cooperation in this area.
Having noted the presence of great potential for the implementation of joint projects in a wide range of areas, representatives of the business circles of the friendly country expressed gratitude to President Serdar Berdimuhamedov for creating conditions for the productive work of Japanese companies in Turkmenistan.

Framework Agreement between the State Concern Türkmenhimiýa and a group of companies consisting of Kawasaki Heavy Industries, Ltd. (Japan), Rönesans Endüstri Tesisleri Inşaat Sanaýi ve Ticaret Anonim Şirketi (Türkiye) and Itochu Corporation (Japan) on cooperation in the design, procurement and turnkey construction of the second gas-to-gasoline processing plant in the Ahal velayat of Turkmenistan;
Framework Agreement between the State Concern Türkmenhimiýa and the group of companies Mitsubishi Heavy Industries, Ltd. (Japan), Gap Inşaat Yatirim ve Diş Ticaret Anonim Şirketi (Türkiye) and Mitsubishi Corporation (Japan) on cooperation in the design, procurement and turnkey construction of a urea production plant with a capacity of 1,155 thousand tons per year in the village of Kiyanly, Balkan velayat of Turkmenistan;
Framework Agreement between the State Concern Türkmenhimiýa and the group of companies Toyo Engineering Corporation (Japan) and Rönesans Endüstri Tesisleri Inşaat Sanaýi ve Ticaret A.Ş. (Türkiye) on cooperation in the overhaul of the Kiyanly polymer plant in Turkmenistan;
Supplementary Agreement No. 2 between the State Concern Türkmenhimiýa and Kawasaki Heavy Industries, Ltd. to Framework Agreement No. 02/24 dated 09.05.2024 (HZM-740101 dated 03.06.2024);
Framework Agreement between the Ministry of Energy of Turkmenistan and Sumitomo Corporation (Japan) on cooperation in projects to convert open-cycle power plants to combined cycle operation;
Memorandum of Understanding between the Ministry of Energy of Turkmenistan and Muroosystems Corporation (Japan);
Memorandum of Understanding between the State Committee for Construction of the City of Arkadag under the President of Turkmenistan and Sumitomo Heavy Industries, Ltd. (Japan);
Memorandum of Understanding between the Oguz Khan Engineering and Technology University of Turkmenistan and Tokyo Boeki Eurasia Ltd;
Memorandum of Understanding between the Oguzkhan Engineering and Technology University of Turkmenistan and the Tohkemy Corporation of Japan;
Memorandum of Understanding between the State Water Management Committee of Turkmenistan and the Japanese Kubota Corporation;
Memorandum of Understanding between the Ministry of Environmental Protection of Turkmenistan and the Chuo University Research Initiative on Improving the National Greenhouse Gas Inventory and Enhancing Reporting Capacity under the Paris Agreement;
Memorandum of Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the Japan Export and Investment Insurance Agency.
Also, during the visit of our country’s delegation to Japan, the following were signed:

Memorandum of Understanding between the Dovletmammet Azadi Turkmen National Institute of World Languages, the Nippon Foundation and the JACAFA Foundation;
Memorandum of Understanding between the Oguz Khan University of Engineering and Technology of Turkmenistan, the Nippon Foundation and the JACAFA Foundation.
Having completed the program of the visit, President Serdar Berdimuhamedov went to Tokyo-Haneda International Airport, from where he departed for his homeland.

During the visit of the President of Turkmenistan to Japan, members of the delegation of Turkmenistan held bilateral meetings with the heads of state and private structures, including banking institutions of the friendly country, during which the current state of cooperation in relevant areas and prospects for its expansion were discussed.
