Delegation of Turkmenistan participates in ministerial meeting on strengthening interregional connectivity in Luxembourg

On October 20, 2025, a delegation from Turkmenistan led by Deputy Foreign Minister Myahri Byashimova took part in a ministerial meeting in Luxembourg, which was held after the EU Foreign Affairs Council meeting.

The forum was attended by EU member states, as well as countries of Central Asia and the Eastern Partnership (Armenia, Azerbaijan, the Republic of Moldova, Ukraine), and Turkey. The meeting was co-chaired by the EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, Kaja Kallas, as well as European Commissioners for International Partnerships and Enlargement, Josef Sikel and Marta Kos.

Speaking at the session, M.Byashimova confirmed Turkmenistan’s commitment to deepening mutually beneficial cooperation with the EU on the principles of trust, respect, and equality. The Turkmen side outlined its priorities: developing modern and sustainable transport infrastructure with a focus on the Trans-Caspian route; expanding energy connectivity with the EU, including support for the SECCA program, cooperation on renewable energy and hydrogen technologies; promoting the “green” agenda - an initiative to establish a Regional Center for Combating Desertification and a Regional Center for Climate Technologies, as well as the development of the Caspian Environmental Initiative.

Following the ministerial meeting, the EU announced the preparation of a coordination framework for the implementation of the Connectivity Agenda with the participation of states, international financial institutions, and the private sector. its draft will be presented for discussion at the Investment Forum on the Trans-Caspian Transport Corridor in Tashkent in November 2025 and will be accompanied by mapping of existing expertise and analysis of connectivity needs to identify priority investments and “soft” connectivity measures. The participants agreed to meet again in a year’s time.
