Interparliamentary relations between Turkmenistan and the Russian Federation are reaching a new level

On October 20-22, 2025, a delegation led by the Chairwoman of the Mejlis of Turkmenistan Dunyagozel Gulmanova paid an official visit to the Russian Federation.

On October 21, members of the delegation participated to the flower-laying ceremony at the Tomb of the Unknown Soldier near the Kremlin Wall and visited the Moscow Kremlin State Historical and Cultural Museum-Reserve.

On the same day, a meeting was held between the Chairwoman of the Mejlis of Turkmenistan D.A.Gulmanova and the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation V.I.Matvienko.

The Charwoman of the Mejlis conveyed greetings and best wishes of the President of Turkmenistan Serdar Berdimuhamedov, as well as the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

During the meeting, the sides emphasized the progressive nature of the bilateral partnership, which is including in the parliamentary dimension, is primarily driven by the leaders of both countries, In this context, it was also emphasized that the visit of the National Leader of Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to Moscow in 2022 gave new impetus to Turkmen-Russian legislative cooperation. In this regard, the Speaker of the Federation Council extended warm greetings and best wishes to Hero-Arkadag.

It was noted with satisfaction that Turkmen-Russian relations, built on the principles of equality and mutual respect, have traditionally been friendly and strategic. The high level of mutual understanding and trust inherent in interstate ties provides a solid foundation for expanding fruitful cooperation across a wide range of areas.

During a lively exchange of opinions, the significance of the second meeting of the heads of parliament of the Group of Friends of Neutrality, held during the International Year of Peace and Trust, which marks the 30th anniversary of Turkmenistan’s neutrality, was emphasized. The meeting aimed to create favorable conditions for expanding constructive parliamentary interaction and interstate cooperation in general.

Parliamentary friendship groups established on a bilateral basis increase opportunities for exchanging legislative experience and developing parliamentary diplomacy. Parliamentarians also discussed ways to improve the work of the friendship groups and establish ties between relevant committees.

Noting the importance of implementing new joint projects aimed at engaging the existing potential and serving to strengthen traditionally fruitful contacts, the heads of parliament voiced a number of specific proposals.

At the conclusion of the talks, the Cooperation Agreement was signed between the Mejlis of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation. Both sides agreed that this document will open up additional opportunities and create new conditions for strengthening and expanding interparliamentary ties.

On October 22, a meeting was held between D.A.Gulmanova and the Chairman of the State Duma of the Federal Assembly of the Russian Federation V.V.Volodin.

It was noted that interparliamentary cooperation is viewed as an important tool for bringing the two countries and their peoples closer together and strengthening mutual understanding. The need to develop this field to ensure legislative support for agreements reached and decisions taken at the highest level was emphasized.

During an exchange of views on the current bilateral cooperation agenda, the sides emphasized that the current meeting will serve as an effective platform for expanding and further developing interparliamentary partnership.
