Turkmen delegation participates in the meeting of Foreign Ministers of Germany and Central Asian countries in Berlin

On 11 February 2026, a meeting between the German Federal Minister for Foreign Affairs and the leadership of foreign ministries of Central Asian countries took place in Berlin.

The Turkmen side was represented at the meeting by Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov.

The main themes of the talks were the development of cooperation in the energy sector, regional partnership matters and others.

Speaking at the plenary session of the Central Asia-Germany format, the Deputy Minister of Foreign Affairs of Turkmenistan noted the importance of strengthening strategic dialogue between the countries of the region and Germany, as well as expressed gratitude to the German side for the high level of arrangement of the meeting.

It was emphasized that cooperation between the Central Asian states and Germany is consistent and constructive. At the same time, the need to attain a qualitatively new level of partnership, corresponding to the significant joint potential of the sides, was noted.

The speech focused on regional security issues. The importance of deepening political and diplomatic cooperation in order to maintain stability and predictability in Central Asia and neighboring regions was emphasized.

As to the economy, it was underlined that cooperation with the Federal Republic of Germany has significant potential. The priority areas identified encompass transport and logistics, energy, industrial production, the chemical industry, mechanical engineering, medicine and pharmaceuticals, the agro-industrial sector, water management, as well as developments in the field of information technology and artificial intelligence. The prospects for establishing joint manufacture, service and educational centers in the countries of the region were highlighted.

In the context of the climate agenda, Turkmenistan highly appraised the role of Germany in promoting environmental initiatives, noting the contribution of the German Society for International Cooperation (GIZ) to the implementation of relevant projects.

The importance of the humanitarian dimension of the partnership, including the development of cultural, educational, scientific and sporting ties, was also emphasized.

The participants emphasized that Central Asian countries are important partners for Germany in a number of areas, including energy, resource supply and climate policy.

The meeting concluded with the adoption of the Berlin Declaration of Ministers, which covers a wide range of areas of multilateral cooperation and is intended to give additional impetus to the development of the Central Asia-Germany format.

Following the plenary session, Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov also took part in a joint meeting of the Foreign Ministers of Germany and Central Asian countries with representatives of the German business community.

The Turkmen side emphasized the many years of positive experience of cooperation with German companies and financial institutions.

Special gratitude was expressed to the German Committee on Eastern European Economic Relations for its systematic work on developing business ties, including the organization of the Days of Economy of Turkmenistan in Frankfurt am Main in October 2025.

The priority areas include transport and logistics, modernization of railway infrastructure, development of the Turkmenbashy International Seaport, and participation of German companies in the development of East-West transit corridors and the Middle Route between Asia and Europe.

Promising areas of cooperation include energy, including hydrogen projects and the green transition, the chemical industry, textiles, agriculture, the water sector, information technology and artificial intelligence.

Special attention was paid to cooperation in the financial and banking sector, as well as successful partnership in the field of healthcare.

The Turkmen side expressed its readiness to intensify cooperation with German companies both on a bilateral basis and within the framework of the Central Asia-Germany format.

On 11 February 2026, Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov took part in a joint meeting with Federal President of the Federal Republic of Germany Frank-Walter Steinmeier.

During the meeting, the sides confirmed the steady development of Turkmen-German relations and emphasized the importance of further strengthening cooperation within the framework of the Central Asia-Germany format, as well as interaction on international platforms, primarily within the framework of the United Nations and the Organization for Security and Cooperation in Europe.

Interest was expressed in expanding partnership in the areas of transport, energy, green transformation, education and healthcare.

At the end of the meeting, the sides confirmed their readiness to further expand mutually beneficial partnership.

On 11 February, Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov also met with Director of the Political Department of the Federal Foreign Office of Germany Dominik Mutter, during which the sides discussed a wide range of issues related to bilateral cooperation in the political-diplomatic, trade-economic, and cultural-humanitarian spheres.

On the same day in Berlin, the Deputy Minister of Foreign Affairs of Turkmenistan took part in a joint meeting between the Chairman of the Foreign Affairs Committee of the German Bundestag Armin Laschet and delegations of the foreign ministries of Central Asian countries.

The parties highly appraised the dynamics of inter-parliamentary cooperation. They emphasized the importance of further strengthening contacts between the Mejlis of Turkmenistan and the Bundestag of the Federal Republic of Germany, as well as intensifying the work of relevant parliamentary friendship groups. In this context, it was proposed to work on the organization of regular meetings between the leadership and representatives of the parliaments of the two countries.

During the conversation, active cooperation between Turkmenistan and Germany in the international arena was also highlighted, primarily within the framework of the United Nations and the Organisation for Security and Cooperation in Europe.

The Deputy Minister of Foreign Affairs of Turkmenistan invited Armin Laschet and members of the German delegation to visit Turkmenistan at any convenient time. At the end of the meeting, the sides confirmed their readiness to further deepen mutually beneficial partnership on a wide range of issues.
